These controls are to provide alternative means of accessing the information on this page. Two main facilities are provided: adjusting the text size and listening to the text on the page.
1) Adjusting Text Size:

3662 APOLOGIES FOR ABSENCE

3663 DECLARATIONS OF INTEREST
Members were reminded of their responsibility to update their Notice of Registerable Interests and
were invited to state whether they have any interests in the items to be discussed during this meeting
in accordance with the council’s Code of Conduct.
No interests were declared.
3664 REQUESTS FOR DISPENSATIONS
No requests were received.
3665 RATIFICATION OF MINUTES
The minutes of the meeting of the Parish Council on 6 February 2014 were approved and signed by the Chairman as a true and correct record.
3666 POLICE REPORT
No report.
3667 COUNTY COUNCILLOR’S REPORT
Cllr Gribble referred to the proposed parking restrictions at Deeper Marsh and asked for members’ views on the proposals. Members agreed that they were supportive of the proposals and they thanked Cllr Gribble for his efforts in trying to alleviate the problem. DCC will be increasing its precept requirement by 1.9%.

3670 MATTERS ARISING
(a) First World War - Widecombe’s Roll of Honour
Members received and considered a request from Widecombe History Group for assistance in completing a full list of those names which should be included on Widecombe’s Roll of Honour. To date, members of the History Group have spent significant time and money trying to establish a list of men from the parish who fought in the First World War. To date, 20 names have been established. Mr Beard further explained that it is the History Group’s intention to use two display cabinets in the church to draw interest to their efforts to gather these names. Members acknowledged the work of the History Group and agreed to help where they could.
(b) Sandbag Store
The clerk informed members that the sandbag store had been ordered and would be delivered in around 4 weeks time. Members also received a copy of the draft licence (to formalise the siting of the store) between TDC and the Parish Council, the terms of which were agreed. The siting of the store adjacent to the current recycling skips was also agreed.
(c) Parish Field
The Chairman reported on a recent inspection carried out by himself, Cllr Tame and Cllr
Morley. He advised as follows:
• All fencing apart from the new fence constructed last year needs restoration work, namely re-tensioning existing wire, replacing broken fence posts and inserting new posts in 'gaps'.
• A new second strand of barbed wire should be added to the South East bottom fence.
• The Southern corner of the bottom fence against The Old Mill House needs urgent work. It was decided that the most practical method of fencing here would be a post and rails. We calculated that some 16 rails would be required with 4 posts.
• The middle leat hedge will need laying next Winter.
• The problem of the water was discussed and it was decided to re-open the old channel into the field from the neighbouring land belonging to Mike Lamb and Margaret Rogers. The old works are now quite visible and it was thought that this work could be done by hand. The water would flow into the field and exit back into the stream by the existing water trough.
• It was thought that the fencing would probably take about a day and a half and the water about a day. Obviously it would be the contractor that would dictate this and until he saw what was intended it would be difficult to judge this accurately and how much it would cost.
• Due to time constraint it was thought the contractor who could do this work ASAP would be appropriate. Paul Edworthy has been approached as he undertook the fencing work last year at a reasonable cost and knows the land.
It was noted that the work had not yet been completed and therefore suggested that the clerk writes to the tenant of the field to keep them informed of the imminent repairs.
(d) Grant request
Members considered a request for a financial contribution towards the maintenance of the churchyard at St Pancras. It was agreed to make a grant of £200 (cheque 000840).
(e) ‘Moor than Meets the Eye’
Cllr Fenton informed members that all proposed projects will be viewed by English Heritage who will decide whether or not the project will receive funding or not. The ‘Welcome to Widecombe’ project, for which there will be around £50,000 allocated to produce information boards, leaflets, maps, etc, will be subject to consultation with parishioners. This will be arranged by DNPA. Other projects in the parish include development of rural skills at East Shallowford Farm and repairs and enhancement of Higher Uppacott.
(f) Annual Parish Meeting
Members were reminded that the Annual Parish Meeting will be held on Wednesday 19th March.
3671 FINANCE
(a) The following payment was approved:

3672 PLANNING
(a) New applications/appeals
(i) 0088/14 – Single storey side extension and entrance porch at Yonder Hayes, Widecombe-in-the-Moor
Members agreed to support this application.
(ii) 0080/14 – Two-storey extension and alterations at Bonehill House, Widecombe-in-the-Moor
Members had no objections to this application.
(iii) 00102/14 – Mono-pitch agricultural storage building (30m x 10m), Broadaford, Widecombe-in-the-Moor Members had no objections to this application.
(iv) Appeal against an Enforcement Notice issued by DNPA on 12 December 2013 for the removal of a velux type rooflight on the south-west roof slope at Southway Farm, Widecombe-in-the-Moor
Members had no additional comments to make.
(b) Decisions
No decisions were reported.
3673 CORRESPONDENCE
(a) Members received a letter from former clerk, Peter Roper, enclosing photographs of the Millennium Project. The photographs were handed to Anthony Beard for the parish archives.
(b) The Clerk and Chairman received an invitation to a presentation about a community based project at North Hall Manor. It was agreed that the Chairman would make further enquiries with the owner of North Hall Manor about what this involved.
(c) Cllr Tempest reported that the glass in the noticeboard near The Tavistock Inn needs repairing. It was agreed that this was the responsibility of the Parish Council and therefore Cllr Tempest agreed to arrange for it to be repaired. Toughened glass was suggested.
Other items for information only were placed in the circulation folder or emailed direct to members.
3674 HIGHWAYS
(a) It was agreed that the telephone number and email address to report highways defects should be published in the Parish Link again.
3675 MATTERS OF INFORMATION AT THE DISCRETION OF THE CHAIRMAN
