These controls are to provide alternative means of accessing the information on this page. Two main facilities are provided: adjusting the text size and listening to the text on the page.
1) Adjusting Text Size:
You can increase the text size by clicking on 'Larger' (access key '+'), and reduce it by clicking on 'Smaller' (access key '-'). You can reset the size back to its original value by clicking on 'Reset' (access key 'j')
2) Listening to the Text

Minutes of the Meeting held at Church House, Widecombe on Thursday 1st June 2006

PRESENT: Mrs.M.Phipps (Madam Chairman), Mr.Newbolt-Young, Mrs. Came,Mr.Morley Mr.M.Nosworthy, Mr.Pascoe, Mr.Tame and Mrs. Tempest

PUBLIC COMMENT/POLICE MATTERS
None
2796 MINUTES: The minutes of the meeting held on Thursday 4th May 2006 were approved and signed by the Chairman as being an accurate record of the meeting
2797 MATTERS ARISING FROM THE MINUTES
(a) O2 Airwave Coverage of Widecombe: the Clerk gave a brief resume of the current position and Mr.Newbolt-Young led debate about the consultation with the community.
After discussion it was concluded that the Clerk should reply to LCC and send a copy of the letter received from the Fair Committee. The Council’s position essentially remain unchanged and the letter was to reflect the fact that until there is answers to key questions and a public meeting held for all interested parties, the ball remained in the court of the consultant for O2 – LCC to either supply answers or make a planning application in the normal way.
(b) Storage of Archives: all the Council’s archives are now with the Chairman. The Church House Committee has yet to make a decision about storage.
(c) Affordable Housing: an E-mail from Hastoe Housing Association has been received indicating that funds are now in place for two further properties to be built to complete the Brook Lane development. This was welcomed by all present.
(d) Walk-about Maintenance: a reply from TDC has been received indicating that the Council’s requests regarding the toilets and car park will be attended to.
Mr.Tame agreed to assess the need to make safe the chestnut tree on the green.
The Clerk informed the Council that he has received no reply from Bill Allen of DNPA rgarding the removal of the white fence.
Mr.Pascoe reported that the tenant of the Parish Field has protected the damaged trees. It was agreed that during January 2007 the Council will make permanent protective fencing.
(e) Parish Link: new editor is Mrs. Swales from Yelverton.
2798 PLANNING
(a) Weekly Lists sent weekly to the Chairman and placed for circulation.
(b) Grant of Planning for: Dockwell Farm field shelter and 2, The Splash refurbishment.
(c) 0308/06: Farm Shop off Manor Cottage – application withdrawn.
(d) Name change at The Old Rectory: reply from DNPA passed to enforcement officer.
(e) 0364/06: Conservatory extension at School House, Lower Dunstone.No Objection.
(f) 0361/06: Smithy Cottage, Ponsworthy – ancillary design studio. Ditto
(g) 0329/06: Nine affordable homes at Brook Lane. The decision of the Council is to have a very strong objection to this proposed over-development.
The Clerk was asked to contact Mr.Palmer to make sure he understood what was being proposed.
2799 CORRESPONDENCE
(a) TDC: Agendas and Minutes, bin liners and elector alterations.
(b) DNPA: Minutes and Agendas, News Releases, Press release & biodiversity newsletter.
(c) DCC: News Round-up, adult & community services and Devontalk.
(d) DAPC: envelope of various items.
(e) Deputy Prime Minister’s Office: Local Authority Byelaws in England.
(f) Various other Magazines/Documents plus above all placed for circulation to Councillors.
(g) Leusdon Church Funday Tuesday 15th August request agreed.
(h) Widecombe Guides: request that they be delivered to Princetown.
2800 HIGHWAYS
(a) Maintenance: list of outstanding road repairs.
(b) TDC: Rural Sweeping Schedule – a favourable reply has been received indicating that there will be a new schedule drawn up to improve the service.
2801 DELEGATES REPORTS
(a) Madam Chairman reported that she has attended the DNPA Community Forum and stated that the meeting had been interesting. Chris France the new Director of Planning gave a presentation.
2802 MATTER AT DISCRETION OF MADAM CHAIRMAN
(a) Salt/Grit Bags: Mr. Nosworthy reported that nearly all the winter grit bags have been removed with the exception of those on the road side at the Hannaford loop. The Clerk is to report this to TDC.
2803 FINANCE
(a) Balance Carried forward deposit account £5,186.51
(b) Clerk’s Salary and Disbursements for May £284.50
(c) Current Account Balance at the end of April. £1,940.13
(d) Zurich Insurance Renewal premium £204.00
(e) Annual Papers signed off by the chairman ready for the internal audit.
There being no further business the Chairman closed the meeting at 9.30 pm.
NEXT MEETING OF THE COUNCIL WILL BE HELD ON THURSDAY 6th July 2006
Members of the public and press are welcome to attend any Parish Council Meeting and make comment at the start of the meeting which begins at 7.30 pm.
