These controls are to provide alternative means of accessing the information on this page. Two main facilities are provided: adjusting the text size and listening to the text on the page.
1) Adjusting Text Size:

Minutes of the Meeting held at Church House, Widecombe on Thursday 7th September 2006

PRESENT: Mrs.M.Phipps (Madam Chairman), Mr.Morley, Mr.R.Newbolt-Young (Vice) Mr.M.Nosworthy, Mr.Pascoe, Mr.Tame and Mrs. Tempest.
APOLOGIES: Cllrs. Booty, Came, Jeffrey, and Morgan
IN ATTENDANCE: The Clerk Mr.P.Roper.
PUBLIC COMMENT/POLICE MATTERS
None
2811 MINUTES: The minutes of the meeting held on Thursday 6th July 2006 were approved and signed by the Chairman as being an accurate record of the meeting.
2812 MATTERS ARISING FROM THE MINUTES
(a) Widecombe Fair Planning: the following topics were discussed
- (i) Town Criers: it was agreed to contribute £20 towards the cost of providing refreshments - however, this arrangement was never part of the original agreement and will not continue for the future arrangements.
- (ii) Police charges: zero.
- (iii) Private traffic marshals – the Council has set aside £500 as last year.
- (iv) Public Address system – agreed to pay half the costs and also to reclaim the VAT
- (v) Portable toilets x3 order confirmed
- (vi) Chairman agreed to collect £1,900 from Mr.Raymond on Fair Day
- (vii) She also agreed to convey ideas for the P.A. announcements to Mr.Beard
(b) WDSG Constitution Matters: it was suggested that this topic should be included on the Council meeting’s agenda for November 2006
(c) Affordable Housing: a second letter from First Step Homes has been received asking for the Council’s support of a future planning application to build more houses at Brook Lane.
After discussion it was agreed that the Clerk should reply in the negative as there were many infra-structure reasons why the village could not take such a large increase.
(d) DNPA Review of the Conservation Works Team: Mr.Newbolt-Young agreed to reply to this survey
(e)Register of Electors up date: details related the meeting
2813 PLANNING
(a) Weekly Lists sent weekly to the Chairman and placed for circulation.
(b) Grant of Planning for: The Old Inn, Pond Cottage, School House, Lower Dunstone, Great Cator, Lower Aish (New replacement bungalow), Smithy Cottage and Wooder Bungalow.
(c) Planning Inspectorate Refusal for raised flower beds at Lake Farm.
(d) 0497/06 Replacement flat roofs at Wooder Bungalow: Council Decision to Support.
(e) 0548/06 Extension at Shortcross Cottage: No Objection
(f) 0630/06 Garage at Rowden House: Support.
(g) The Old Rectory at Widecombe: a reply from DNPA indicated that the Valuation Office at Exeter states that the Grey Mare’s Stable is not being rated separately from the main dwelling thus there is currently no breach of planning condition.

2815 HIGHWAYS
(a) Maintenance: list of outstanding road repairs received from DCC
(b) Lady Meadow Terrace: it was reported that the poor road surface has caused a number of pedestrian accidents recently due to the run off of debris from Dunstone Down.
Unfortunately as this is a private road the Parish council is not able to provide financial support for any repairs or maintenance

2817 MATTER AT DISCRETION OF MADAM CHAIRMAN
a) Parish Guide Cover: permission has been given by the WPC for the Church to use the cover, designed many years ago by Lady Sayers, for a new village guide to be sold at the church.
(b) It was reported that O2 tetra masts raise an annual rent of £3,000 for any land owner willing to permit a mast to be erected on their land!
(c) Minor Injury Unit at Bovey Tracey: Cllr. Sally Morgan has asked the members to support her petition to the House of Commons against the possible threat to its future.
Mrs.Tempest reported that the League of Friends has just given £3,500 of publicly raised money on up grading facilities as well contributing towards the cost of training staff.
(d) It was noted with surprise that DNPA has allowed the new buildings at Merripark to be painted in white which makes the houses stand out in an Environmentally sensitive spot

There being no further business the Chairman closed the meeting at 9.30 pm.
